A foreigner starting business here through entrepreneur pass. Facing problems with some issues.?

Entrepreneurship approved for setting up business here. Employment pass approved but needs banker's guarantee to get the employment pass. Bank needs employment pass of applicant for opening an account before bank can issue a banker's guarantee. Which is which? You need this to get that and you need that to get this. Both departments pushing back and forth. What is the solution to get the banker's guarantee and the employment pass?
